The German voice being used in the US works quite fair on abbreviations, but "Blvd" is speaken letter by letter. According to other, it should be spoken "Boulevard"
Surprisingly other abbreviations which are uncommon to German as well (like ln, hwy, cir, ...) are spoken correctly. I think that there is a certain number of drivers in the US using the German voice for navigation but correct spoken streetnames do really help.
For me it looked rather that the specific one was missing.
Is "Blvd" an abbreviation used in german? If it is not then it most surely will not be included in the native rules of that TTS voice.
Communities can ad custom abbreviations for each country that work across all TTS voices but you would need to persuade the US Champs to add it even though their native voices already do the conversion.
If some nonstandard abbreviations work in both languages then it most likely means the local community has defined them for expansion to the full word.
Since every community has its own list of abbreviations and you mention being in the US, you should contact the US community.
the abbreviations / replacement can be set per language and per country. The output in the end is a combination of both.
In the German language replacement sheet there is no replacement for 'blvd', hwy, ln, cir etc so this should be replaced in the US as it is set in the US country sheet.
Have you checked that the replacement is working in English? We had some unexplicable problems with replacements lately.
In any case the correct place to set these replacements (by the US community) is the US country file, since their use is country-specific (with a condition these replacements can also be set for foreign languages).
