As information for all people interested in Map Raids, I am reporting here the Waze post related Map Raids management :

Following a series of questions and inquiries by leading community members, we would like to clarify that the throttling process is functioning as it always has:
Throttling is set as default for all editors, and MRs are no different.
The whole point of having MapRaids is to improve the map in a specific area, in a short time period. We would like participating editors to have an incentive to edit the map, so during MapRaids, the participants who were approved by the MR coordinator, are whitelisted from the throttling process.
Given that mentorship is a big part of the MR process, it’s crucial that newbie’s mentors will keep track of their mentee’s edits, making sure they’re legitimate and not harming the map \ unnecessary edits.
In Mega Map Raids (MRs which hosts editors from multiple countries), The coordinator will share the list of trusted, whitelisted users with the Global MR coordinators (Orbitc, Enhket, Asterix06, Nomenclator1677, Top_gun_de)
The Global coordinators will sync the MR with the Community Manager, write dedicated Wikis, and coordinate permissions with HQ.
The coordinators will also keep track on suspected abusers, and will monitor their edits during MRs to guarantee their legitimacy.
In case of abuse (or suspected abuse) the MR coordinator will contact the Community team to investigate and deal with that user’s action.
In case of confirmed abuse and point harvesting, the user will be excluded from the MR, its editing area will expire, and the users will be dealt as an abuser.
Important note: MR abusers are treated by HQ like all other abusers, meaning: abusers are blocked in a manner that will stop the abuse.
However, it’s important to state that neither the backend nor the ongoing management of MapRaids have changed, and the post I was quoting here regarding “softening” of the system was due to technical difficulties at that particular time which were solved since.
In case you believe that the current system is not functioning as it should, we can of course check specific users who avoided throttling in a suspicious way.
