Not specifically prohibited in my country but law in here says you cannot use electronic devices that take away your focus from traffic. And imho using headphones when driving should be prohibited everywhere, hearing is actually quite important in traffic, for example hearing sirens of ambulances, fire trucks etc. I've seen a few times when someone is standing on red lights with headphones on and not hearing ambulance is behind them with siren on...
