Level4→L3 Unlock: Somerset - Puriton (A39)

My Level: 3
Reason for request: Although the road is currently closed, please could you either downlock to enable the turns to be enabled or enable them.

I suspect that further restrictions will happen at this junction , but not yet sure what they are. Ought to know once they do their rebuilding works there. 

I deleted the original road by mistake - sorry!
