Is there no offline mode?

Are you able to plot a route if there is no internet connection where you are?

(Google maps allows you to save a section of map to your phone so you can plot routes even without an internet connection.)

I do like Waze, but from this I see that I'll have to use Apple Maps when visiting cities I have no Data on.

I have used TomTom devices and android app for years and they have off line maps and online data for traffic so it can be done.

There is no offline mode.  One of the advanced features of Waze is that it uses current traffic conditions to give you the quickest route to your destination.  To do that, it needs a data connection.  Maps are not stored offline, so this all means that Waze needs a data connection to work properly.

Once you get a route, even if you lose data connection, it will still give you directions based on GPS.  If you deviate from the route, however, it will force a reroute, at which point you may run into trouble without a data connection.  So as long as you start your route with a data connection, and you don't deviate from the route, you should be OK without data.

Waze relies on realtime data for traffic, hazards, alerts, closures, etc.  Those things are not available offline, which would defeat the central goal of Waze to get you to your destination as quickly as possible.  That is why there is no offline mode.

It has to have a connection to check for closures or other issues in order to determine a proper route.  Once you have the route then it doesn't need a connection, you can drive and it will "dead reckon" from there.  But if you deviate from the route, you may run into issues with rerouting if there is no data connection.

I understand it needs data for the live traffic, but I live in rural area or travel into rural area temporary no connection until I hit another town nearby. I don't mind there is no live data update, but at least let us cache the map layout or mapping roads.

I'm sure you can run the Waze with mapping layout without the live traffic.
