Unless you are a L4 editor (or L3 with permissions), you cannot add or remove live closures in the editor.
In Nebraska, we have several L4-L6 editors who would be glad to add any closures for you. We utilize Google Hangouts to chat with one another and there is usually one of us senior editors available. You can join at https://hangouts.google.com/group/BrF3gLH6ikBl6Pdn2.

Hi COLPWU. I’m going to take a semi-wild guess: is your username an acronym of City of Lincoln Public Works and Utilities? Are you on the Lincoln Waze CCP team? If so, yes, you’ll have closure ability regardless of editor rank (for the CCP area).
We would love to coordinate directly with you, especially me 
I’m one of the volunteer Nebraska State Managers, and Lincoln is my hometown. I do many of the Waze edits here, including staying on top of the posted road closures as best I can. As TheChrisK mentioned, we have a Google Hangout for real-time communication, and you can easily contact me directly via forum private message or email me at herrchin AT gmail DOT com.
Based on recent edit logs, looks like you’re testing some (future?) closures out (A St, 27th, 56th, 63rd). We’re actually seeing some strange behavior with those. I’m digging into it with some Waze Champs.
To obtain special closure rights, you need to contact Waze CCP or go into your CCP portal and under the ‘Give Waze Data’ pencil icon, click that and under the ‘Share method’ choose ‘Waze Road Closure Tool’ and add the appropriate information there to request this access.
Once granted, you can add closures to any road within your area, regardless of lock level.
