Adding a school zone hazard

There is a neighbourhood school where I live in Los Angeles that needs a school zone hazard. The school is in the hills near hollywood on very narrow streets, and more often than not (especially at pickup) there are major traffic blockages that occur when people try to get around the cars waiting to pick up kids. I’m only a level 2, so I can’t add it. Can I give someone the details and have them do the add?

The school in question is Wonderland Elementary, 8510 Lookout Mountain Avenue, Los Angeles 90046
