I’m a bit confused with Waze API options. Which options from your Waze APIs can we use for an OnPrem Advanced Traffic Management Platform (web based) to consume live traffic data for specific locations, like average speeds and travel times, from our product?

In the CCP program (waze.com/CCP) it is possible for governments to receive information about alerts, jams and irregularities. Average speeds and travel times are not available.
In the Transport SDK (Android/iOS) there are more options to work with average speed and travel times.
Direct server access to these information is not available.

Is there any option to get the travel destination of a Waze user and allows to an other mobile app to have this information ?

You can’t use Waze to spy on anyone and get their destination without them knowing. (Your question sounds a bit like that’s what you want :lol: )
However each Wazer can choose to willingly share their drive with anyone they want, see how with this help article: https://support.google.com/waze/answer/6273627?hl=en
