I have a few questions that I want to double check on to make sure that I am correct:
“City” names are only to be used for an incorporated city.
Mailing addresses do not count as living in the incorporated area as defined by the county GIS pages.
An area that is a township is not an incorporated area and has no mailing addresses would never be labeled on the map.
For example I live here.
I actually live just north off the Canal Fulton corporate limits, but my mailing address is Canal Fulton. That said the area that I live in is labeled as “no city” which I believe to be 100% accurate.
To the east of me is an area that is labeled as “Jackson Twp”. This is an un-incorporated area. It actually has at least 2 mailing addresses associated with it (Canal Fulton and Massillon). From my understanding this area is incorrectly marked. It should be (just like were I live) be marked as “no city” as the county GIS data does not have a city listed for this area.

I wish I had an answer for you, but I’m just chiming in that I, too, would like a (semi-)definitive answer to this question.
I spend most of my time in the northern suburbs of Cincinnati. When I started editing, I noticed that West Chester (an unincorporated township) was well-represented on the map while Liberty Township, which is immediately adjacent to West Chester, was not.
Considering that there are official mailing addresses in Liberty Township reported by the US Postal Service ZIP code lookup service, I figured that was enough to justify getting Liberty represented as well.
My first “Waze project” was to mark every segment within the township limits (as verified by using the Butler County GIS system) with “Liberty Twp” as the city. That project alone provided the 1,000 edits I needed for rank 2.
Now I’ll watch this thread to find out if my eagerness to help just made a bad situation worse… wouldn’t be the first time.
Hi osubigtoe and Terry. These may be some of my edits. I live over in Jackson and as Terry mentioned wanted to populate some of the area City names. There are some boarder areas between Canton and Canal Fulton where I had put the Twp reference in. If this is an issue I will be glad to go back and find those areas to correct. Thank you for asking to clarify.

There is a form that can be submitted to the Waze support team to force change all segments with a given city name. My feeling is if these townships marked as cities are determined to be a problem, it would be much easier to submit that form (e.g., “Old name: Liberty Twp – new name: <blank>”).
There may also be scripts that the State Managers/Regional Coordinator have access to which would increase accuracy and decrease time investment.
Summary: let’s wait to find out if it’s a problem AND if there are tools to make the job easier before manually checking the “City: none” box for hundreds/thousands of segments.
Essentially osubigtoe, your assumptions are spot on and definitely normal guidelines.
That being said, if a particular city name is used in an address, then it would be a good idea to add them to ensure that address search is clear for the correct location. This is especially true for the Liberty Twp example. Also, there are many small rural unincorporated towns that have their own city name for addressing so then I would make those roads have that city name as well.
At least Ohio isn’t Michigan where the basemap import had every twp included on all non-city segments… :o
