Well done on finding your way here and posting the request. It’s much easier to see what needs doing in the editing map rather than Live Map.
I’ve closed this length of the A59 - https://www.waze.com/en-GB/editor/?env=row&lon=-1.76435&lat=53.99580&zoom=3&segments=123216981 - from now until 23:59 on 17th May as per the Elgin(roadworks.org) reports posted there.
The url is called a permalink and you can capture it in the editor by highlighting the segment(s) you want to identify, then clicking on the chain-link in the bottom right. Or you can just hover the mouse pointer over the chain-link and press Ctrl-C to copy it. In this instance, it was straightforward to identify the section of road to be closed. If you want to identify a more complex arrangements of roads, it’s really helpful to be provided with that permalink so we know which segments to close.
