Completely ignoring I-95 in routing choices based on time

So I have a UR from someone who wants to take I-95 to work in the morning. They claim that I-95 is the faster choice, but every morning, Waze does NOT give them I-95 as a route option.

I checked this in the live map, and yes, during his morning commute, I-95 is NOT an option. This is during 5:30-6:00am. In fact it doesn’t become an option until around 9am, when you would think traffic would be the heaviest.

To illustrate, check out the live map for his journey HERE. Note that I-95 is most likely an option for whenever NOW you are viewing the map.

So choose 5:30am as a time. Note there is no I-95 option. Continue going down the times until you get to 9:00 am, when a I-95 option finally shows up.

Any idea why? I asked user if there is any time-based turn or ramp restrictions, but he claims none.

There is construction through that area isn’t there? Is there any possibility that there are lanes closed in the early morning that are opened up for the major part of the rush?

I got I-95 as a routing option for that commute, even when changing the time to 05:30. Ditto 17:30.

Does the user have “avoid tolls” selected? (I’m sure you’ve asked, but sometimes the obvious eludes me.)

Is this about it wanting to route the user via 895 instead of 95? For through traffic, that is almost always the faster route over 95 (a little secret that I regularly enjoy that unfortunately Waze might help get rid of)

I too see that it now is giving I-95 as a choice. Perhaps this was related to construction back then, as Carl thought.
