If the camera you are referring to is the one seen in SV-Oct-25

That doesn’t look like a red-light camera.
Red-light cameras must be indicated by their own sign, e.g.

Is there such a sign in this case?
Looking at the city council website, no red-light camera appears on that road either.

So it would be a normal security camera or a dummy camera, right?

Well, I don’t know what type of camera it is; I’m not even sure if it’s a camera or some kind of sensor.
There are many of those devices in Madrid.
