The “duplicate” URL is not a Waze venue. That is the google result viewed in the Waze Livemap. If you follow the first link you provided you can see there is only one entry. There would be two different places if it was a duplicate within Waze.

Compare the images in your second link with those in Google Maps. One example is here.
