The segment in your link is already at level 2, but I see your editing rank is still L1.
Unfortunately, at the moment, there is a technical issue that prevents L1 editors from making any edits. We are hoping this will be rectified soon. More info on the issue here: https://www.waze.com/forum/viewtopic.php?t=359342
In the meantime: do you know if the speed limit change is temporary or permanent?
