Reviewers saw that Waze is the way to get around in Costa Rica as the maps are particularly rich. Trying to access them from the United States, however, just gets you the outline of the country. Will that change when we are IN country?

Yes, When you are in the USA, you use an exclusive server for USA and Canada, so from that server the rest of the world is a basic idea.
Once you arrive to any other country, the app will change the server to the server and you will be able to see all the streets and POIs locally

Waze have the best road maps for Costa Rica. As usual, you need an Internet connection in Costa Rica. The first time you run Waze on Costa Rica your phone automatically loads Costa Rica roads map.
