Creating Hazard on Disabled Turn also Enables Turn

Steps to reproduce this issue:

Steps to reproduce:
1- Select hazard to snap to nearby segment
2- Click to attach hazard on segment, but over a red disabled turn
3- Observe 2 savable edits occurring at once

This can lead to accidental routing issues if saved by an editor without noticing

This also applies to drawing polygons over or near road segments and dropping a geometry node on the disabled turn, it will enable the turn while you create the polygon

More of an issue for hazards since they are 1 click creations

Thank you for bringing this to our attention.

I was able to reproduce the behavior on my end too and the concern is understandable. I created an internal case to look into that.
