As discussed on Discord, I had to abandon my previous account “wagner51” which used a Free email address. However, I was no longer receiving any security emails at that address, and this was blocking my access to Waze. Since the Waze team refused to transfer my account to another email address, I had to create a “wagner52” account with my Gmail address. Could you please restore my L3 level on this account?

I’ve indeed regained level 3 and I thank you for it. But with 0 points, I am no longer autonomous for editing the map, and I have to request validations for every batch of 10 edits. Will it be possible to get my editing rights back?
I imagine I have to request areas again to be an Area Manager there?

Yes, you need to resubmit your zone requests. In the comments, include your old username; it’ll help keep things clear for all the GCs/CCs 
I’ll ask about the validations to see if we can bypass that.
