Discuss issue: many users can't create topics

I’ve seen many new users complain that they can’t create a new topic in Discuss. The [+ New Topic] button simply doesn’t show, even though the users are logged in.

It has been reported here: Unable to post to forum - Waze Community
And I’ve also read from other users (in French) in this topic: Quels sont les changements autorisés pour un éditeur niveau 1? - #6 by YogiJB

These are two quick examples.

Are there any steps users have to go through before being able to start a new topic?

must have level atleat “member” in the discuss as i know

By default ,Post topic is allowed from TL0,

I will upscale the issue

Hi All
Issue is solved : “new topic” button is active again .

All editors L1>. (TL0 > for WD forum ) can create New Topics
