There are a couple of new RL/Speed cameras (the permanent ones) which don’t seem to be in Waze yet. I was going to try to add it in the map editor, but I’m not worthy, and definitely not qualified.

A couple of things:
In general, please don’t link to Google (or other copyrighted) sources. We can only use official sources plus what’s available in the Waze Map Editor (WME) at www.waze.com/editor
Yes, Google Street View (SV) is available there, but we prefer to link directly to WME. It’s also faster to make edits when we have a permalink (PL) to the segment(s) in question. (You can read more about Permalinks on the Wazeopedia here).
You will typically get a faster reply by posting in the CAN Unlock and Update Requests forum. Please read the rules before posting; They mention the permalink requirment
Lastly, I can’t edit there, but I’ll provide permalinks to the segments that need to be updated (if there is indeed a RL camera there [and not a fake]) and someone else will hopefully make the required edits soon (if there indeed are required edits).
This has been asked-and-answered repeatedly via user reports, so I’m not sure if any of the conversation has been with you.
The City of Edmonton publishes a map of all active ISCs (Intersection Safety Cameras). Until a camera is on this map, it won’t be added to Edmonton’s Waze map.
Neither of the locations you mentioned are included on the map.
If you believe that to be incorrect, please contact the City via 311 to inquire. When they’re on the map, I’ll be happy to add them. Until then, the assumption I’d have is that it’s a decoy empty box.

because there are new cameras active and these are not in Waze.
Also I would like to add Edmonton DOES NOT have fake cameras and you guys usually are months late with updating photo cameras map. I know several ppl who use Waze and gotten a ticket because you did not want to put camera on the map just because Edmonton web site did not post it. Well today is not operational or as you say fake but tomorrow its for real.
Dunno if you are in Edmonton or not but this is a real problem for us here, cameras are everywhere and more are coming.
I also tried to pin 7 of them from edmontons official site but could not edit the map.

I check this regularly. If you feel there is one missing, please let me know which it is, and I’d be happy to look at updating. I just reviewed the list, and there were only three cameras that were not in place, from what I could see. All three of those came online in the last two weeks…
During the period between when the camera is installed and when it is announced, I will usually add it as a fake camera. Until the City announces it, they can’t issue tickets at that location.
Until the City announces it, they aren’t supposed to be ticketing from it. That’s actually in the legislation that permits their use.
Yes I am, and no, it isn’t a problem. Much worse than having a few missing is being alerted unnecessarily – because then you won’t trust any of the alerts.
If you feel that you aren’t getting enough notifications, please consider using this app in addition – it uses the same data, but will also notify you when you’re approaching an area that might have a photo radar truck. If you found seven, and I could only find three, I’m curious as to what the other four are. Perhaps you’re trying to pin them for both directions (which is incorrect)?

I just got a ticket in the mail from a new camera which is not on the City of Edmonton webpage you linked. I got a fine of $109 so it is definitely ticketing and not fake…
Location is at 23 ave and rabbit hill rd.
Contest it. If it isn’t in that list, the City has not provided notice of it, which is against the photo enforcement guidelines.
Might be worthwhile having a notary or other trusted individual authenticate that it is not on the list because it will be there by the time you’re in court.
