Is there a side by side list of DOT’s classifications vs. Waze’s?
Not yet, but when this change goes into effect for PA, I’d like to see a legend that reflects PennDot’s FC map and road types.

One thing I’ve found that has helped a lot in other areas was to prioritize the US highways – they should all be either Major Highway or Freeway appropriate to their functional classification and physical attributes. If we focus on the US highways first, this seems to provide the most benefit with interstate relief. From there, state and county highways can be done by county/town/region. In CT I am doing state highways in their entirety one route at a time, then will later do state roads region by region - but in larger states such as PA this may not be feasible. just an idea
In New Jersey, I updated all roads that needed to be Major Highway first, since this statewide network (that also connects beyond the state) didn’t really make complete sense unless it was actually updated statewide. This included all non-Freeway US Routes/Highways, as well as anything the state FC maps indicated as Principal Arterial or Other Urban Expressway/Freeway that didn’t really qualify for the Waze Freeway type. It also helps to compartmentalize the state into much smaller areas to work on with the lesser FC types within counties, since they can get pretty complex, especially in more urban areas.
Beyond the Major Highways, I found it easier to break the state up by county instead of by complete routes when working with FC. There are a couple reasons for this. First, FC maps are typically published by county, so you load up a map of one, and just work with different roads on that map. Second, the road type of a state route can vary depending on what other roads it connects, how, and where. This means that different parts of the same route may need editors of different ranks. It might be easier to have an R4 and an R2 working together on the Minor Highways and Primary Streets in the same county, for example, rather than all of a single route.
I’ve also found that the FC maps can be a little tricky to read sometimes. You don’t always get every highlighted road’s name, especially in dense urban areas, so it can be a little difficult to tell which roads need to be set to Minor Highway or Primary Street in WME. Fortunately, the FC maps usually show most of the local streets as well, so you end up having to do things like counting blocks, etc., a tedious process with lots of double-checking that can easily slow down even the savviest editor.
The good news, however, is that it doesn’t have to be done all at once - though we should probably at least consistently work toward completing the state. If you do all the MHs first, you’ll have nice break points all around the state where you can put down work and pick it up again at another time without any kind of negative affect to routing worse than the status quo. Right now, I’m pretty busy with New Jersey, and then there’s New York State to tackle (I’m hoping they update their maps while we finish up with NJ), but feel free to ask for any pointers in the meantime…
Agreed – going top-down is what I would recommend, and I agree that FW and MH should take precedent and be done end-to-end so as to avoid having route fragments. I don’t recall how much weight Waze gives mH vs MH, but it may be worthwhile doing the mH portions of State Highways at the same time, end-to-end. Then later go back through and fill in the mH segments that aren’t numbered routes.
and I cannot stress enough: go s-l-o-w. take your time. it’s not a race. I see way too many missed segments where a road will be MH and then there’s one very small PS segment in the middle. This will wreak havoc on the routing system. pay attention to road naming for numbered routes. check for inconsistencies, and take this opportunity to look for smudges. we’re touching vast portions of the major infrastructure, it seems like a good time to give it a once over and make sure things look right.
