Every time I drive thru DC and use hov and or express E-ZPass lanes, Waze freaks out and doesn’t understand the concept of a lane in the middle. It is so annoying. Please fix
Have you added the E-ZPass transponder/pass to your Waze app settings?
Waze > “My Waze” Menu > 
(Settings) > Toll & HOV Passes
Also, ensure you have “Avoid tolls” disabled in Navigation preferences.
