Unfortunately unlocking won’t help as Waze does not permit level 1 editors to input closures. 
I would put a closure in myself, but the one.network roadworks website shows only lane closures, no full road closure that I can see. Do you have better information?
Since this was your first post, welcome to Waze editing and the Waze forum. 
Have you seen the Quickstart guide?
Map editing experience can be useful, but local knowledge is priceless. Waze works best with lots of editors who really know their own patch, so please don’t hesitate to join in. You’ll find “locking” a nuisance at times, but there’s still lots you can do - and for most edits, you can ask for a downlock, just not for closures.
