I would like to add a restriction on rotherhithe tunnel as vehicles above 2 tonne, 2 m in height, 2 m in width cannot pass through the tunnel.

I would like to be able to edit the following segments.

Waze doesn’t have the tools to add height, width, weight restrictions, it is aimed at users in private cars, motorcycles, or taxis. If you are driving a commercial vehicle you should invest in a commercial sat-nav system.
