Steps to reproduce this issue:
After entering a certain amount of house numbers, no more house numbers are allowed to be entered on the segment on which one was working or on other segments (the bubble does not appear).
Already tried incognito and other browsers. Tried disabiling the scripts.
Nothing changed.
You have House Numbers Helper in your list twice. I tried to look up info on that script and when I click on the link to play.google.com, I get this error “the requested URL was not found on this server”. There was a recent change to HN workflow so that script might not work anymore.
Can you give us an estimate of how many HNs you can create before you encounter this problem?

House Numbers Helper is not active as a script.
As I said in the bug report:
Tried disabling the scripts.
Nothing changed.
The number of HNs before encountering the problem is not a set number but a variable one.
On the Beta PL noted on the report I can’t add HNs even if I didn’t add any.
I believe that I edited 15 to 30 HNs before not being able to add more on that specific segment.
I suggest that it might not be a “number” type of problem but more of a “time-related” one.

I have checked all selected segments - the highest lock level there is 3, so this could be ruled out as long as you had reached level 3 before trying to add HNs to this segment.
We have seen this issue happen in case editors attempted to add HNs locked to a level higher than their own.
Now that I have checked your level history, it seems to make more sense.
