How to Advance From Level 1 to Level 2 and Higher

Good Morning all.
I am brand new here and have no idea if I am writing this in the correct place. But, here we go.
My Issue: Every item or request, on the map editor, that I click on requires action by a level 2 or higher member of the community. I assume I am but a lowly level 1 currently. This leads me to two questions:

  1. How does one advance through the ranks?

  2. Is there a way to filter things so I only see ‘issues’ that are workable at my level? (Level 1, currently)

Any suggestions would be most appreciated, as well as any directions of where to research within these forums for beginner hints, tips, and tricks.
