How to properly report turn restrictions due to medium-term (a few weeks to a month or two) construction

I repeatedly get routed to turn left through an intersection where construction does not allow left turns at this time. I received a reply saying I should report this through Report > Closure. Well, there is no closure. It’s just that the turn is not allowed.

I have reported this 3 times to no avail. La Mirada CA, no left turn from northbound or southbound Valley View Ave to Rosecrans Ave.
