VDOT’s websites and emails can be confusing for closure times when the closure starts at midnight. For some reason VDOT considers midnight 00:00:00 to be the day before. Therefore I don’t know how they every celebrate ringing in the New Year with everyone else :o
If VDOT says that a road will be closed on Friday Midnight to 4 am, they really mean the road will be closed from Saturday Midnight to 4 am.
They will often post about evening closures. Thursday is from 10 pm to 4 am. Meaning 22:00:00 on Thursday till 03:59:59 on Friday. Then they post that the work continues on Friday and the closure is from Midnight to 4 am. This is not a duplicate. They really mean 00:00:00 on Saturday till 03:59:59 on Saturday.
Example for the I-395 Express Lane Times that are posted on Mondays they list the following for the two construction sites:

Friday, January 31: 10 p.m to 6 a.m. Waze Closure time 1/31 22:00 to 2/1 05:59
