Is using or editing Waze legal for China?

Hi,

Because I noticed that maps.google.com image and plan are not aligned for China mainland and personally observed that only image is well calibrated, I did some search.
I now wonder about the legal aspect.
It looks like you need some approvment to assign a position to any physical asset in China.
Waze edidors are doing so. Could they have problems for China ?

There are some constraints on the availability of the data to organizations based outside China. They must have a registered office within the Republic and be actively trading there to be eligible the purchase the data, and it can only be delivered for use within the country itself.
