On my phone, Waze is suggesting a route that takes me through a road closed for construction, whereas on the web, the closure is correctly taken into account and the route is consistent.

The closure you saw was applied by users via in-app reports. Such reports only close the direction in which they were traveling. In this case, routing therefore remains possible in the opposite direction.
