Unlocked. Looks to me like the UR refers to the road not being “split”. The way I see it, it doesn’t meet the criteria for a split.

No sir nothing to do with the split. There is a caravan park, Compagne st. extends into the Kuilsriver Caravan park, I want to built that extended road into the caravan park, all of that is before the split.
