I’ve found a road that should be a split into two one way roads. I’ve started the edit but the current road is locked at L3 - permalink is:

When you look at the current layout, you’ll see it was last edited by an experienced L4 editor only just over a month ago. That editor would have known the criteria for setting dual carriageways as two separate one-way roads or merging them into a single two-way road as set out in the wiki, and decided to leave it as a single two-way road. Before you start changing things, can I suggest you try and understand why they are as they are, read the UK wiki (link in my sig block) to learn the conventions and perhaps send a PM to the previous editor to ask their reasoning, or post a query to the UK Forum if you’re not sure about something.
Unfortunately, you need to delete the new segment you’ve added. There’s plenty of other things around there that require editor attention and which will give you experience (and points!) - with quite a few u-turns enabled on junctions where there should be none, an unnamed segment or two and, I’m sure, lots more, without you having to look too far.
I apologise if I come over as overbearing and unsupportive, but roads are locked to prevent enthusiastic less-experienced editors from making mistakes which then have to be undone. If you read the UK forum, you will see that senior editors are collaborating on repairing an unlocked A-road in NE London at the moment as a result of incorrect editing by someone. Welcome to the editing community and thanks for posting to the forum with your request - we’re keen to see new editors at work and contributing and we’re happy to help when we can.

Very helpful thank you, I am a noob to Waze and Im reading through all the relevant material and brining myself up to speed with it. I completely understand and agree with your comments. I have removed my edit and will contact the L4 editor to see if they will give me some insight into why they made it that way.
I will also look out for the “easy” edits as you say to rack up the experience (and points!)
