It’s open eastbound only, apparently: per Edinburgh Council wrt Great Junction St:

Road closed to southbound traffic, diversion signed via Coburg Street - Sandport Place - Henderson Street. Temporary traffic lights at Ferry Road junction. Coburg Street open eastbound only between Great Junction Street and Dock Street. Temporary stop on Coburg Street for citybound bus services.
