Can I please have this segment to a L2 to connect a new access road in preparation for the next phase of this development?

Struggling with this one to be honest. It lets me connect the new road to Vendee Drive and allow all turns, however on clicking save it flashes up this segment https://www.waze.com/en-GB/editor?env=row&lon=-1.17999&lat=51.89355&s=2537553367&zoom=5 and says I don’t have the permissions to make these changes, despite the fact that it is at a L2.
I’ve connected it for you. Sometimes segments are shown as a certain lock level but are pending a lock level update on the next tile update. Maybe that was the problem. Anyhow, it’s connected now
