No, it will require both, since the south driveway is connecting to the existing node between both segments. I lowered the south segment to L3 as well.

You’re probably right.
When I started, it was forbidden; I think that’s changed.
The permission to turn right at the exit inherits the parking level.
I’ve re-enabled R4 for testing and to be sure.

Why did you set the lock back to L4? The OP hasn’t replied yet that the work is done?
I have no idea what you’re talking about “forbidden”. Connecting a PLR to an existing junction was never forbidden IIRC. The “lock level” of a junction is the highest of all the connected segments, so to connect that PLR to that junction for the OP who is R3 is required that all existing segments connected to that junction not be locked higher than L3.
Taxy seems to be correct, I was able to connect the PLR and set turn instructions despite the adjoining segments of the node being locked higher
