Needs Level 5 to edit.
I am Level 3.

These segments of Memorial Drive are closed to drivers every Sunday for recreational use from spring through fall:

For 2014, it’s every Sunday April 27th through November 9th between 11 AM - 7 PM.

I don’t know if this would be listed as a “Mega Event” (Doesn’t seem like it should be) or if scheduled restrictions would work, but regardless requires Level 5 to edit most of these segments.
