Can a L5 please unlock this whole area, lots to sort out and the validator is showing many issues

Not sure why this is L5 locked but will downlock anyway as streets do no need L5 locks.
Will post again when done.
Lots of L4 locks about too. Looks like they were legacy locks from back when it was just on or off … when they moved to the system we have now they all got locked at the rank of the last editor.
All downlocked (I think), fixed quite a lot of errors on the segments I was unlocking but left you plenty too.
