Need a level 5 unlock to address turn restriction at Russell St./MD-295 S and exit to I-95.
Also will add name to ramp for exit: “to I-95 S / Washington”.

Freeways and ramps are considered high-value roads and are typically not unlocked to level 1. There’s too much chance of an inexperienced editor screwing them up. You’re not an inexperienced editor who will make mistakes, but unlocking to level 1 lets anybody edit. Your changes are reasonable and accurate so I went ahead and made them.
