The road segment and ramp need to be lowered so that I may fix the turn restriction which prevents entrance onto the ramp.

I think we have to draw the line somewhere and be pragmatic. I’m a big supporter of allowing all turns that are legal, but the road certainly doesn’t appear to be designed for this turn.
There’s also no real signage facing drivers who’re making the right turn where they’re going.
Is your case the fact that the turn is legal, it should be allowed?
The turn I circled is not only legal, it’s the only way to get on the east bound highway from here.
You are right…sorry, I should have recognized that. I was thinking about folks coming northbound but those turns are ok.
