Freeways and ramps connecting freeways tend to be locked to high levels because of the risk of damage to segments that are travelled often and depending on by a large number of wazers. They’re also relatively complete and shouldn’t need touching very often.
Remember, for every good edit, there is likely two well-intentioned (but bad) edits and one that is intentionally causing problems.
