The problem is this - when there is traffic along the 14 South, it will try to route you off the Freeway at Via Princessa and then right back on again. This is incorrect. There is a stop light there and it’s almost always faster to stay on the freeway.
However, because the offramp is so close to the freeway, the GPS on most phones doesn’t know if you stay on the freeway, so Waze mistakenly thinks you’re going at 20mph through the intersection with no wait. Thus, it thinks the intersection is faster than the freeway.
Since the routing is unable to auto-correct itself due to the GPS issue, we need to add a restriction to that intersection to prevent people from getting off the freeway and right back on again so that Waze doesn’t keep incorrectly assuming that the offramp is actually faster than the freeway.
