This unterminated onramp from Santa Monica Blvd just misses connecting to anything - the next offramp is closest (I don’t think it was intentionally disconnected) and traffic is apparently traveling on it to the Freeway. Needs a Level 5 so that Turns can be set once it’s reattached to the correct place, and I’m only Level 1.
