I noticed that there was an " Unterminated drivable road" connected to this link.

It looks like someone created PLR, but didn’t realize that he can’t connect it to a highway since you need to be a level 5 to connect to that highway.
Can a level 5 editor unlock the road in order to connect the PLR to it, and make that a turn signal onto the road can be established.
