Lowered. Looks more like the aerials are out of date, showing just construction dirt, and you need to install and attach PLRs from scratch based on your first-hand knowledge of current status.

Aerials way out of date. I drive by there on the way home every day. Parking lot is probably 90%+ complete – can’t tell for the East side as I was unable to drive to that section. So the only dirt that is left is where they are laying down other foundation pads for additional structures.
The restaurant I added there in the middle of the dirt just opened last month. It’s building will house at least two other businesses. Next time I’ll take my GPS tracker to be more accurate but for now, until the aerial’s are updated, the PLRs are very close.
