This entire road - both directions - needs to change “type” from “Major Highway” to “Toll Road.” Waze is currently not routing Wazers around the road when they select to avoid toll roads.

That road is already marked as toll, including the segment you selected. Toll road is indicated by the check box, not by the road type. As for why it’s still routing that way with the “Avoid Tolls” option selected, that will require further investigation; there might be something else broken
