I added a parking lot road and need to connect it to 183rd Street. There ARE turn restrictions at this location.

OK, should be unlocked now. But I noticed that your new segment is unfinished.
Click the pencil to open the top half of the editing panel. Fill in the City field (Cerritos?). And because there is no Street name, check the None box there. Hit Apply and save.
