Reason for request: Change Freeway to MH from the western point where “freeway ends” and speed drops, to the Eastern point at Grand Blvd, as speed limit drops and traffic lights are active – (this is the only segment that is above my rank)

All segments of Hwy 1 are “Freeway”. What result are you looking to obtain by reducing the functionality class?
