Reason for request: Fix MP by extending the PLR to Livingston Ave.

Completed (I think). WME seems not too good today as some changes show immediately, but not all. Anyway, turns set, but not too sure if a left turn from S Livingston Ave to the PLR is permissible. Don’t see any signs saying left turns are not allowed there, so I’ve allowed it.
If OK, segment can be raised.
I just got back to this since I was having the save flip back and forth between old and new state. It appears to be all set and match what SV shows. Thanks!
