Reason for request: Equalizing segments and wait to get ready for undividing since suicide turning lane is apparent.

And will also address PLRs, SL, and add alternate name of Island Hwy and other issues that may arise

Unlocked. I was doing some other editing in the area which broke some of the PLs you provided.
