Reason for request: Can an L5 deal with this report. Looks like an on-off, but as the slip road here is very long I’m not just it can be fixed.

It’s not too long for detour avoidance to kick in. I consulted iainhouse and this is what he said:

I’m not sure you can even assume detour avoidance failure is the problem. Yes: the user when straight when Waze wanted him to come off to the left. But the tracks end before reaching the ramps to the A56. No way to tell what was going on. Maybe something was closed. Maybe the user disagreed with the route.
Maybe it was genuinely quicker, at the time, to take the side section because of traffic/incident on the main carriageway. Being busy motorway, there is probably enough data to assess that. We get something similar at Ferrybridge and I have observed it myself. The A1 drops from 3 lanes to 2 on the main carriageway. When very busy, off & on is significantly quicker.
