Generally, the fork should go approximately where the solid white line begins, yes. Do you have on-the-ground experience with this location? If so, does it “feel” like it needs a Stay Right prompt in order to not get stuck in the left turn lane?
For the former: no on ground experience, but ‘driving’ through with Streetview seems like an earlier notification would be useful, as SR-24 itself isn’t even signed until at the traffic light (only the control cities are signed). 1.5 lanes splitting off on the left side of a 3 lane road–probably reasonable to extend the split (perhaps the SR-24-bound can be classified as ramp)!

I can see this ramp locked at 5 does not precisely match the sign, which says I-580 / San Francisco / Hayward (the ramp has Hayward first and then SF).
All of these ramp segments, most of them locked at 5, could use some name adjustments as well. These include a “stay left” instruction, questioned by tonestertm, that seems unnecessary to me as well.

Then in the follow-up was this question. Like Nagamasa, I have only SV/aerials to go on, but it seems reasonable to me as well to advance the fork. And (likewise based only on the imagery) I’d lean in favor of a construction to give a wayfinder for MLK Jr Way here. Waze is known for not giving instructions when one transitions onto a freeway if that transition looks like “straight ahead” (best continuation) to Waze, so even an experienced Wazer might not automatically assume no instruction means avoid the freeway ramp.
